Welcome to the Nova Scotia Nursing and Midwifery Regulator
Effective June 30th, 2026, both NSCN and the Midwifery Regulatory Council of Nova Scotia (MRCNS) migrated to the Regulated Health Professions Act (RHPA). RHPA was established by the Nova Scotia Government, establishing a common and consistent regulatory framework for all health professions in Nova Scotia.

Who we are
The Nova Scotia Nursing and Midwifery Regulator is the province’s new multi‑profession regulator for both nurses and midwives. We have a legal mandate to protect the public by regulating licensed practical nurses, registered nurses, registered psychiatric nurses, nurse practitioners, and registered midwives.
To do this, we:
- License qualified nurses and midwives to practise in Nova Scotia
- Set standards for practice and ethics
- Approve nursing education programs
- Support nurses and midwives in their continuous learning
- Address concerns about practice
We are the safeguard to ensure the public receives safe, competent, ethical and compassionate care.

The Journey to NSNMR
Effective June 30th, 2026, both NSCN and the Midwifery Regulatory Council of Nova Scotia (MRCNS) migrated to the Regulated Health Professions Act (RHPA). RHPA was established by the Nova Scotia Government, establishing a common and consistent regulatory framework for all health professions in Nova Scotia.
At the same time, MRCNS and NSCN were instructed to amalgamate into one multi-profession regulator responsible for the regulation of the nursing and midwifery professions of midwifery and nursing. Together, we are the Nova Scotia Nursing and Midwifery Regulator.

Integration Plans
The priority for migration to the Regulated Health Professions Act (RHPA) and amalgamation between the Nova Scotia College of Nursing (NSCN) and the Midwifery Regulatory Council of Nova Scotia (MRCNS) has been to ensure we are fully compliant with the new legislation on day one. The work to fully integrate the two regulators will happen in a phased approach, which means the process to update our systems, processes, documents, and website is ongoing.
